3112 - Chief Information Officer

OVERVIEW:

The CIO is responsible for managing a broad range of complex IT operations for the Federal & Defense Services Segment of the company. This is a technical position and requires deep and current practice experience in the information technology subject area. The CIO leads the Federal Business Systems team, including developers, business analysts and application administrators responsible for the successful management of FDS and related systems. The CIO will report to the Group President, provide strategic leadership to steer and support technology initiatives. The CIO is based in the Northern VA headquarters and will work with dispersed IT teams across US and global offices.

GENERAL DUTIES:

Information Technology Strategy

  • Provide strategic leadership, organizational vision, customer advocacy, and day-to-day operational oversight of all aspects for Federal Business applications and systems which includes, enterprise IT service operations and management, project management, asset management, software license management, and IT support operations,
  • Participate in setting the direction of FDS cyber-security function for applications, communications, collaboration,and computing services within the enterprise following all legislated requirements and best practices
  • Bring an understanding of emerging technologies with strategic insight into where those technologies can be integrated into business solutions as part of FDS’s growing technology strategy as well as to support internal business process and operating requirements.
  • Leading the IT investment review process which includes recommending new IT projects, program activity priorities, and funding to support federal business systems in anticipation of the needs of future IT business needs.
  • Participate in strategic planning efforts and ensuring IT management integrates with FDS strategic plans.
  • Proactively identify and maximize synergies and efficiencies across business systems including upgrades or implementation of new features.

Customer/People Leadership

  • Leading and inspiring the Federal Business Support Team, including mentoring, coaching, evaluation, and professional development.
  • Communicates goals, projects, and timelines of the company to the department; plans ways to execute those goals within the department.
  • Provide coaching and training for staff, assist staff with work processes and policies, and encourage opportunities for professional development
  • Build relationships and teams across organizational boundaries by effectively communicating, cooperating, and collaborating with all technology and business stakeholders.
  • Collaborate with key business stakeholders to foster innovation and provide best-in-class solutions that drive effective IT solutions for the business.
  • Serve as the IT leader directing and overseeing a staff to include application engineers, database engineers, data scientist and data analytics. The development, design and integration of customer service applications and platforms

Information Technology Infrastructure & Support

  • Ensure an appropriate level of IT security and compliance is implemented to mitigate related business risks and that maximum operating efficiencies are achieved
  • Oversee planning and execution for FDS IT disaster recovery, provide oversight to multiple business areas on local IT disaster recovery, and ensure that plans are robust, and resources are well managed.
  • Prepare effective business cases for systems improvements and/or alternative new systems. Clearly articulate non-financial and financial benefits and costs, and effectively influence stakeholders.
  • Provide a firm understanding of the application and technical needs of the company and have the ability to translate technical terms in ways that non-IT employees can easily understand.
  • Provide recommendations on which programs or major projects should be initiated dropped or modified the number of resources to devote to projects and what changes in emphasis need to be made on programs or parts of programs.
  • Develop and oversee key line forecasting, work authorization, implementation of EV reporting, program budgeting, estimate at complete development, various financial reporting activities, and relevant metrics for monitoring Information Technology performance.

REQUIRED QUALIFICATIONS:

  • 10+ years of relevant experience, 4+ years in CIO type role where the experience is full scope IT.
  • 4+ years in a management level position building and leading high-performing teams.
  • 5+ years of Deltek ERP systems (Deltek Costpoint ERP, Deltek Time Collection), IT application and solutions development, delivery and support experience. Strong experience with application architecture and experience setup.
  • Bachelor’s Degree in Engineering, Information Management Systems, or similar technical foundation, with 15+ years of relevant experience.
  • Must be a results-oriented, cross-functional leader with strong business acumen. High level of curiosity and ability to monitor emerging new technologies to drive business results.
  • Experience leading a diverse team as well as the ability to promote the professional development of the information technology workforce, fostering a collaborative culture that sustains the momentum around ethics and integrity, employee engagement, affordability, innovation, value growth and continuous improvement
  • Strong communication skills to be able to articulate the business case around IT decisions and investments.
  • Experience leading a global IT function impacting both applications and infrastructure within complex organizations including deployment of best-in-class COTS-based solutions.
  • Solid understanding of various compliance needs including CUI, SOX, CMMC, FEDRamp and various secured environments.
  • Demonstrated ability to plan and execute projects cross-functionally including acquisition integrations, new module or system implementations, systems selections and maintenance / hotfix updates.
  • Excellent verbal and written communication.

DESIRED QUALIFICATIONS:

  • Experience with cloud and SaaS platform-based solutions is highly desirable
  • Knowledge of inventory software such as LamLinks and RFGen
  • Cloud Computing Information Technology or Security Certification.
  • Experience with, Hyland OnBase, Cognos Reporting, Technomile CRM,
  • Managing complex business systems transformations and acquisition integrations.

CLEARANCE:

  • US Citizenship required with the ability to obtain a clearance.
