About a decade ago, our founders identified a significant problem in the federal recruiting market. They saw how challenging it was for government contracting organizations to find the talent they needed. Even highly skilled internal recruitment teams struggled to locate the right candidates due to the high costs and difficulties involved.
After 20 years of struggling to recruit talent for their own government contracting businesses, our founders know there had to be a better way. So, they got to work. It took a lot of time and determination to finally develop Procession Systems’ recruiting model, but in the end, they created a solution to an issue that had been plaguing the market for decades. In 2016, our founders teamed up with Volition Partners to found Procession Systems with one mission: to solve the high costs and lack of results associated with recruiting in the Federal Contracting market.

Joe Barletta
Managing Partner
Joe co-founded Procession with a passion to transform the cleared recruiting industry – a challenging and saturated market – through new, innovative solutions customized for each client. He has served as Managing Partner of Procession since inception.
Joe is responsible for leading the growth of Procession, primarily focusing on customer solutions and growth strategy. He has been in the GovCon recruiting sector for over 10 years, providing customized solutions, consulting, and strategic initiatives to top GovCon firms. Working with his executive team, Joe oversees all Procession disciplines including internal operations, delivery, sales, and growth. Under his leadership, Procession has grown an average of 30% annually.
Joe regularly works with and reports to client executives, ranging from start-ups to some of the largest GovCon firms in the industry. Prior to founding Procession, he led the Talent Acquisition team of a $30 million GovCon firm. Joe holds a Bachelor’s Degree in Business Administration from James Madison University.
Mackenzie Zeffe
Director of Operations
Mackenzie serves as the Director of Operations at Procession, where she plays a critical role in aligning the firm’s operational framework with long-term business goals. She works closely with cross-functional teams to drive efficiency, ensure client satisfaction, and enable scalable growth.
Mackenzie is responsible for overseeing internal operations while regularly collaborating with client executives to address complex talent needs and implement tailored recruiting solutions. Her ability to translate strategy into execution has made her a trusted partner both within Procession and across the client base.
Before joining Procession, Mackenzie was a sales manager, where she led a digital transformation team and generated $18 million in revenue over a three-year span. She holds a bachelor’s degree in Psychology with a concentration in Industrial-Organizational Psychology.
Bill McTighe
Director of Client Relationships
Bill serves as the Director of Client Relationships at Procession, where he leads partnerships with small and mid-sized businesses supporting the Department of Defense and Intelligence Communities. He is responsible for helping clients scale their talent acquisition capabilities and achieve growth in competitive federal markets.
With more than seven years at Procession, Bill has built a strong record of success optimizing the full recruitment lifecycle—from strategy to execution. He specializes in supporting organizations delivering advanced capabilities in Software Development, Cybersecurity, and other mission-critical technologies.
Bill regularly works with client executives, bringing a consultative and results-driven approach that has established him as a trusted advisor across the national security sector.
Rachel Hallam
Director of Strategic Initiatives
Rachel serves as the Director of Strategic Initiatives at Procession, where she plays a dual role leading client delivery and supporting firmwide initiatives alongside the executive team. She partners directly with client executives to align recruiting solutions with mission requirements while also assisting in the execution of Procession’s strategic projects.
Rachel began her career at Procession in 2020 as a technical recruiter and quickly advanced into operations leadership before moving into account management and strategic initiatives. Her approach combines strong organizational skills, swift execution, and a collaborative mindset, enabling her to deliver consistent results for clients with highly specialized hiring needs.
Rachel holds a Bachelor’s Degree in Communication & Media from Christopher Newport University.
