3101 - Financial Analyst

OVERVIEW:

The role is a financial steward of the project’s Incentives Program and as scientific leader for the R&D Program. In executing these programs, the program is required to meet aggressive deadlines to issue funding announcements, set application deadlines, and issue decisions on awards, with varying timelines associated with various programs. The customer requires an integrated approach for program administration across the grants and projects lifecycle, including consistent processes, program management and on-going support.

GENERAL DUTIES:

  • Evaluate the financial aspects of assigned applications and incentive requests
  • Provide a detailed understanding of project economics from the perspectives of all stakeholders
  • Confirm if the sources and uses of funds and financing structure proposed by the applicant is reasonable (e.g., debt level)
  • Confirm if the financial assumptions made by the applicant are reasonable (e.g., wafer price forecasts)
  • Conduct scenario analyses to understand the impact of different financing structure and analyze sensitivities to key model inputs and parameters.
  • Size the need for the CHIPS dollars by determining the shortfall after financial levers, the Investment Tax Credit, and state and local incentives are factored in.

REQUIRED QUALIFICATIONS:

  • Bachelor’s Degree in a related field
  • Five years of work experience
  • Experience with financial data analysis (e.g., financial models / due diligence for private or public sector institutions).
  • Experience with financial / programmatic data analysis and complex modeling.
  • Proven ability to solve problems creatively
  • Strong familiarity with project management software tools, methodologies, and best practices
  • Experience seeing projects through the full life cycle
  • Excellent analytical skills
  • Strong interpersonal skills and extremely resourceful

CLEARANCE:

  • US Citizenship required to obtain and maintain and Public Trust Security Clearance
