OVERVIEW:
The Acquisition Liaison/ Senior Contract Specialist carries out pre-determined and recurring cradle to grave contract administration duties. May serve in a management role. Functions may include acquisition planning, solicitation preparation, market research/analysis, source selection and administration of terms and conditions, cost/price analysis, negotiation, preparation of contract award and modifications, support government in the evaluation of contractor performance, contract termination, and contract closeout. Possesses extensive knowledge of the FAR and/or associated DFAR supplements.
GENERAL DUTIES:
- Acquisition Strategy Support – Provide advice and recommend acquisition approaches, strategy, risks, contracting methods, competition, sources, schedule, and prepare draft acquisition plans
- Market Research and Market Survey Support – Assist in market research; identify potential sources, categories and size of businesses
- Pre-Award Support – Assist in drafting justifications, memorandums, inter-agency agreements, or other necessary contract file documents
- Source Selection Support – Assist in preparation source selection plans, technical evaluation plans, and vendor screening plans
- Contract Award Support – Assist in preparation of draft award and associated documents (deliverables include draft award documents)
- Post-Award Support – Work with modifications, terms and conditions, invoicing, data management, and closeout support activities
- Prepare Request for Proposals (RFPs) and quotes
- Perform Information Technology (IT) buying as needed
- Serve as on-site senior advisor, mentor and trainer
REQUIRED QUALIFICATIONS:
- Bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees AND at least 24 hours in business-related courses in any of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management
- DAWIA Contracting Level III, FAC-C Level III, or CPCM (strongly desired)
- Possess a minimum of 8 years of overall experience with at least 3 years’ acquisition experience supporting Civilian and/or DOD agencies
- Extensive contracting experience with FAR 8.4, 12, 13, 15, and 16.505
- Skilled in cost reimbursement/cost sharing contracts, review of claims and equitable adjustments
- Knowledge and skill in applying analytical and evaluative techniques to the evaluation of contract proposals and knowledge of laws, regulations, agency policy, precedent cases, and other requirements that affect acquisition
- Expert knowledge in pre-award contract support and post-award contract management
- Skilled in acquisition planning, market research, and drafting technical requirements
- Ability to simultaneously manage, coordinate and pursue multiple, complex projects and activities
- Must be proficient in MS Excel, MS PowerPoint, and MS Word
CLEARANCE:
- US Citizenship required with the ability to obtain a Public Trust clearance
