OVERVIEW:

The Sponsor’s front office supports data research, collection, analysis, and integration to enable improved access to support missions across the organization. The sponsor requires system integration and planning support for IT infrastructure, applications, and capabilities.

GENERAL DUTIES:

  • The Contractor Team shall develop, analyze, and maintain work plans, delivery roadmaps, and technical risks of key Sponsor programs. The Contractor Team shall integrate and facilitate software and system governance and requirements activities. The Contractor Team shall document system governance decisions and publish, retain and make discoverable relevant artifacts related to system governance. The Contractor Team shall maintain and review capability roadmaps, conduct system performance assessments, and highlight opportunities for improvement.
  • The Contractor Team shall develop and maintain Program Management Review (PMR) materials and Integrated Delivery Timelines (IDTs), as needed by the Sponsor. The Contractor Team shall author minutes, manage agendas, and conduct coordination support activities for meetings. The Contractor Team shall document and publish progress reports and descriptions of strategic initiatives for internal and external stakeholders.
  • The Contractor Team shall provide process support towards the daily administration of project management and governance forums by conducting coordination support activities such as managing calendars and agendas, documenting meeting minutes, decisions, or other relevant inputs. The Contractor Team shall provide software and security engineering support for a continuous design and agile development process to deliver, integrate, operate, document, and troubleshoot functionality of Sponsor tools and solutions. The Contractor Team shall document program and system requirements, designs, engineering trade-offs and decisions. The Contractor Team shall install required software. The Contractor Team shall develop required software. The Contractor Team shall track and present progress reports.
  • The Contractor Team shall design, develop, modify, and maintain software or applications, including transition of legacy applications to new technologies. The Contractor Team shall perform analysis of software or application capabilities and requirements. The Contractor Team shall evaluate software systems performance, design, and develop testing approaches. The Contractor Team shall perform requirements determination to develop documented, testable technical requirements for applications, tools, and services. The Contractor Team shall develop processes, procedures, security documentation, and technical reference documents for systems and solutions, upon release with an annual review and update.
  • The Contractor Team shall develop documentation, as needed, in support of the Sponsor’s architectural and Authorization and Accreditation (A&A) processes. The Contractor Team shall design, develop, implement, modify, and maintain databases to support data management. The Contractor Team shall design, develop, implement, modify and maintain data collection systems to support data management. The Contractor Team shall design, develop, implement modify and maintain data analytics to support data management. The Contractor Team shall analyze and interpret data sets to identify trends and patterns. The Contractor Team shall support data integrity and normalization, and visualize data using graphs and infographics utilizing the Sponsor’s tools. The Contractor Team shall store, retrieve, and manipulate data for analysis of system capabilities and requirements.

REQUIRED QUALIFICATIONS:

  • Demonstrated experience developing and maintaining work plans and delivery roadmaps.
  • Demonstrated experience identifying and documenting technical risks.
  • Demonstrated experience performing governance and requirements activities such as requirements development and validation, collection and reporting of requirements metrics, or requirements test plan development.
  • Demonstrated experience developing and maintaining Program Management Review (PMR) materials and (IDTs).
  • Demonstrated experience authoring minutes, managing agendas, and conducting coordination support activities.
  • Demonstrated experience reporting on strategic initiatives for stakeholders.
  • Demonstrated experience supporting daily administration of project management and governance forums, including support activity coordination such as managing calendars and agendas, documenting meeting minutes or decisions.
  • Demonstrated experience in software engineering and code delivery.
  • Demonstrated experience developing and supporting software solutions for large scale software environments
  • Demonstrated experience prototyping and developing new software functionality.
  • Demonstrated experience developing and maintaining system and program documentation.
  • Demonstrated experience in software capability analysis.
  • Demonstrated experience working within an Agile IT engineering team leveraging commercially available DevOps tools such as JIRA and Confluence.
  • Demonstrated experience deploying software and applications across multi domain environments for geographically dispersed teams.
  • Demonstrated experience with executing information security scanning process and using industry-
  • standard scanning tools.
  • Demonstrated experience with modifying existing software to improve efficiencies.
  • Demonstrated experience with data analysis of system capabilities and requirements.
  • Demonstrated experience with data collection systems development, maintenance, and management.
  • Demonstrated experience with data analytics development, modification, and management.

DESIRED QUALIFICATIONS:

  • Demonstrated experience developing documentation in support of the Sponsor’s architectural and Authorization and Accreditation (A&A) processes.
  • Demonstrated experience supporting software and hardware design work for Sponsor solutions.
  • Demonstrated experience supporting large-scale Metadata categorizing tagging efforts.
  • Demonstrated experience contributing to the drafting of multi-domain security policies and or regulations.
  • Demonstrated experience drafting policies to protect individual company proprietary data or solutions.
  • Demonstrated experience advising, consulting or executing strategic or tactical security engineering solutions built for a large community consumption via standard data formats leveraging an industry standard API and or GUI.
  • Demonstrated experience facilitating cross-organizational system design requirements.
  • Demonstrated experience translating technical requirements into proposed draft policy solutions.
  • Demonstrated experience with Java, Python, C, C++, XML, JSON, XQuery, and HTML programming languages
  • Demonstrated experience with MongoDB, Express.js, AngularJS, Node.js, and ReactJS
  • Demonstrated experience with Github and Gitlab.
  • Demonstrated experience with HDFS.
  • Demonstrated experience with MapReduce.
  • Demonstrated experience with Solr or Spark.
