OVERVIEW:

We are seeking a Program Manager 3 (PM) to join our team of qualified, diverse individuals. We provide service, support and technology to the U.S. Department of Treasury, including the IRS operating divisions and functional organizations across the agency. This position will be located in Lanham, MD.

GENERAL DUTIES:

  • Responsible for a management team that oversees multiple projects that, although covered by separate work requests, are closely related under the technical areas and require effective coordination for successful performance.
  • The PM will interface with the Contracting Officer's Representative (COR) and Government executives, management and staff. The PM must maintain an in-depth knowledge of IRS operations, associated technology, personnel, and short- and long-term objectives.
  • Provides leadership to program staff through coaching, mentoring, and other staff development approaches.
  • Provide leadership, coaching, and clear instructions to members of the team responsible for the execution of task orders.
  • Responsible for line management responsibilities, performance reviews, performance improvement plans, coaching, etc…
  • Providing strategies and direction of all technical areas within the scope of the contract.
  • Direct all phases of the program from inception through completion including cost, schedule and technical performance of each task.
  • Lead and coordinates as needed the preparation of proposals, business plans, proposal work statements and specifications, operating budgets and financial terms/conditions of contract.
  • Communicates program vision across multiple tasks to ensure outstanding tactical and operational execution of the program.
  • Assist with quality, innovation, resource management, etc., to drive efficiencies while demonstrating compliance with corporate management standards.
  • Engages with the client and other stakeholders face-to-face, via telephone, and through email to establish relationships, understand requirements, and communicate accomplishments or issues.
  • Ensures senior management is engaged and familiar with task order area direction.
  • Continuously, identifies opportunities for organic and continued new growth in contract value.
  • Participates on proposal development teams, as either writer, reviewer, or section lead.

REQUIRED QUALIFICATIONS:

  • Bachelor’s Degree and 10 years of relevant work experience; OR a Master’s degree and 8 years of relevant work experience; OR a minimum of 14 years of relevant work experience in lieu of a degree.
  • Experience managing programs/projects of > $20 Million / year with P&L responsibilities.
  • Minimum of 5 years of personnel management experience managing both 50 or more employees and subcontractors of various technical backgrounds.
  • Minimum of 3 years of proven experience building, developing, and managing direct customer relationships · Experience leading the performance of tasks on schedule, at cost and achieving all requirements as either project lead, integrated program team or cost account manager.
  • Demonstrated success leading teams/and or organizations to achieve a common goal.
  • Minimum of 5 years' experience leading the performance of tasks on schedule and at or under cost.

DESIRED QUALIFICATIONS:

  • 5 or more years of experience with IRS operations, protocol, programs, and systems.
  • Managed testing teams or programs in the past.
  • Demonstrated experience meeting customer needs, building strong relationships with strategic partners and key suppliers and guiding program teams and support functions to take action to satisfy customer expectations.
  • Demonstrated ability to manage communications with stakeholders through organized processes ensuring program information is defined, collected, shared, understood, stored and retrieved effectively meeting program and stakeholder requirements.
