OVERVIEW

We are seeking a Project Engineer in Huntsville, AL. This position provides facilities lifecycle programing, acquisition, design, and construction administration of sustainable, environmentally efficient facilities and infrastructure to support the Missile Defense Agency (MDA) foreign military programs. Job Purpose:

The Engineer supports conventional and moderately-complex engineering assignments, applying engineering techniques and analyses within their discipline (mechanical, electrical or civil). The Engineer assists the Government Project Manager to plan, program, design, execute, and document facility projects. The engineer will work as part of an interdisciplinary technical team on facility projects.

Description:

Supports efforts to ensure technical engineering criteria and scope are met. Expedites distribution of action items following discussions/meetings with the Program Element, Senior Project Engineer, Project Manager, Contractors and Subcontractors. Understands the agency goals in order to enhance the project work completion on time and within budget.

GENERAL DUTIES

Assists Subject Matter Expert & Program Manager to ensure enforcement of regulations and policies as they apply to the facility projects. Provides technical engineering expertise for design and construction on projects.

Assist with all technical engineering aspects of the facilities planning, design and construction for the Facilities Program. May participate in bid analysis to help determine supplier availability and capability.

Assists in the development of the scope of procurement work, schedules, and budgets for technical aspects of the program and monitors progress. Interfaces with Procurement and Subcontractors to facilitate procurement coordination with vendors/subcontractors and oversight of equipment installation.

Assists with the monitoring and tracking of critical milestones for the overall successful delivery of large complex, design and construction projects, throughout the projects life cycle.

Assists with the development of all activities including project scope, schedule, budget, along with risk, change management, safety and communications plans

Assists with the project deliverables and budget to identify any current or potential project challenges, employing any/all engineering techniques to facilitate resolution, coordinating with Project Delivery Team (PDT) members and other technical experts, as needed

Assists in surveillance of design and construction. Assists in the coordination of facilities project development, work classification, and configuration management of facilities and infrastructure. Works as part of an interdisciplinary technical team on the facility project and can be assigned to support other technical support groups.

Assists in the identification of, and analyses of funding as related to facility requirements, ensures that facility products meet program goals/objectives, and assists in the oversite of the quality assessment process.

Participates as required in decision-making meetings with the Government and project management.

Performs other responsibilities associated with this position as may be appropriate.

The candidate must display the ability and experience to interact with and coordinate facilities engineering tasks with the government customer, host installations, A&E firms, and executing agencies.

Must also have a working knowledge of:

  • USACE/NAVFAC/DPW construction project execution
  • Construction projects, shop drawings, RFIs and submittal reviews
  • Project planning and design scoping sessions/charrettes
  • Facility assessments & operations, master planning, environmental issues & impacts
  • Proficient in the utilization of standard engineering theories and practices
  • Knows codes and criteria within the discipline including Unified Facilities Criteria
  • Requires OCONUS travel (typically 4-6 weeks per quarter, however travel currently suspended due to COVID restrictions).

QUALIFICATIONS

  • 10 years of experience with construction project execution
  • Bachelor's Degree required in Electrical, Mechanical or Civil Engineering
